The Majority leader, Alban Bagbin, is expected to lay the 2016 Presidential and Parliamentary Election Instrument before Parliament, Friday.
The Instrument will give clarity and meaning to the date the 2016 general election would be held.
Parliament on Thursday shot down the Constitutional Amendment Bill which was expected to empower the Electoral Commission (EC) to organise the 2016 general election on November 7.
Even though the governing National Democratic Congress (NDC) had anticipated a passage of the Bill, it did not receive the needed vote to get the Bill passed.
Out of 220 Members of Parliament (MPs) who voted, 125 MPs voted in favor of the bill while 95 MPs rejected the bill.
Article 291 clause 3 states that any amendment to a provision of the Constitution requires a two-third majority of MPs present.
This, therefore meant, Parliament only required 184 votes to get the Bill accepted, but in the end, it was rejected.
The rejection of the Bill meant the proposed November 7 date is not possible which calls for the EC to lay an Instrument to operationalise the December 7 date.
The laying of the Instrument by Alban Bagbin is in conformity with the Article 112(4) which says the Presidential and Parliamentary election”‹ has to be organised not less than four months and not more than one month to the expiration of the tenure of Parliament.
