A security researcher at the Kofi Annan Peace Keeping Center, Dr. Emmanuel Ennin is cautioning government of moves to deploy Ghanaian soldiers in Somalia as part of an African Union peace mission.
Dr. Ennin says the stability of Somalia goes beyond merely putting troops on the ground.
A Somali Islamic group is claiming to have shot at an aircraft transporting Ugandan soldiers on a peace keeping mission.
The AU force is taking over from Ethiopian troops who intervened to help the interim government oust the Union of Islamic Courts, which had held power for six months and restored some order to the chaotic country.
Out of the over four thousand troops pledged, only 1,500 have been sent by the African Union. Dr. Ennin says care must be taking in deploying Ghanaian troops.
Dr. Ennin said the Transitional Federal Administration, supported by the AU, does not have the capacity to deal with the problems confronting Somalia. He said a number of problems are likely to confront any foreign or non-Islamic group that is deployed to Somalia.
