“Mills himself must be ‘reshuffled'”

New Patriotic Party stalwart, John Owusu, otherwise called Sir John, says he suspects Rashid Pelpuo's removal as Sports Minister must be because he has committed a grievous sin at the Ministry from which President J.E.A. Mills intends to shield him, otherwise he should have been maintained at his post. He said safe for that excuse, President Mills had no business removing him as the Sports Minister in the government's first ministerial reshuffle announced Monday evening, given he well he has handled himself and affairs at the portfolio. Sir John, who spoke to Asempa FM, believes President Mills failed woefully in that decision and should himself be 'reshuffled'. The reshuffle, long rumoured to be on the cards, has generated some other arguments with particular concern about the appointment of two key Members of Parliament (MPs) as ministers of state. Majority Leader, Alban Bagbin, will soon take up an appointment as Works, Housing and Water Resources Minister whilst the Majority Chief Whip, E.T. Mensah, will also become the Employment Minister. The concern is that their appointments could deprive the legislative assembly of their experience and clout. On the corridors of Parliament, some MPs have expressed concern about the reassignment of the two MPs. The New Patriotic Party MP for Bimbilla, Dominic Nitiwul, who describes Mr Bagbin as a “heavyweight” in parliamentary affairs, said he is yet to come to terms with what informed the President’s decision to move the Majority Leader to the Works, Housing and Water Resources ministry. “They are the most experienced Members of Parliament that you can have at any given point in time,” he said. “I don’t [think] that it is a deliberate ploy to weaken Parliament as an institution but it is unfortunate that they are taking all three of them and other experienced Members of Parliament to the executive side… Parliament will be very, very week.” However National Democratic Congress (NDC) MP for Mfantseman West, Aquinas Quansah, has expressed different concerns. He is unhappy that most of the MPs were not consulted before the changes to their leadership were made. “Just consult us so that, at least, we’ll be in the know. We just don’t wake up and the following day we know we are coming to meet a new leader,” he indicated. But another NDC MP disagrees. Dominic Azumah, MP for Garu Timpani believes the appointments will not create any vacuum in Parliament. He said the current leadership of the House have shown that they are capable of handling affairs. Political analyst Kingsley Adjei says the appointments are a “a blow to Parliament” as well as a demotion, and blames it on constitutional provisions that the president must select majority of his ministers from Parliament. Another controversial appointment, which is generating a lot of debate is that of Akua Sena Dansua as Youth and Sports Minister. She will replace Rashid Pelpuo who has occupied that position for just a few months. MP for Atwima Nwabiagya, Isaac Asiamah who spoke of his concerns in Parliament said Mr Puelpo’s removal was out of place. Sports journalist Michael Oti Adjei has also expressed shock at Mr Puelpo's removal.
