Some residents of the Ewutu Senya East District are enduring double payment of taxes and levies due to a dispute over border demarcation between the assembly and the newly created Ga South Municipal Assembly.Residents in localities such as Galilea market, Iron City, Kpormitey, Amanfrom, Jei Krodua and even parts of Kasoa, all in the Ewutu Senya East district, are the most affected by the dispute.The Ga South District in the Greater Accra region shares an undefined district border with the Ewutu-Senya East District which is in the Central region and the situation is creating tension between the two districts.Speaking to Myjoyonline.com in an exclusive interview, the Municipal Chief Executive of Ewutu-Senya East, Dr Nuhu Adams said thought there was a clearly defined regional boundary between the Greater Accra and the Central Regions, there was no clear administrative boundary between the two. That, he said was creating problems for district managers because they could not clearly define their jurisdictions.The problem, according to him, has been worsened by a failure on the part of the Legislative Instrument (LI) that created the districts to earmark clear administrative boundaries. Only an ‘imaginary boundary’ separates the Ga South district from Ewutu-Senya East, he said, adding that the Ga South district keeps pushing even this boundary.“…My district boundary is supposed to be at the toll booth area. But as a result of the shifting of the [boundary], we are being pushed towards the Galilea market…”He said revenue collectors from the Ga South district still go beyond the toll booth area to collect market tolls.Dr Adams also alleged the collectors threaten to close people's shops or take legal action against them if they don't pay their levies to them.
The MCE was convinced that in the absence of a clear district boundary, people in the affected areas will continuously be burdened with the payment of double revenues.He further explained that complaints were made to the Local Government Ministry which set up a committee to investigate the issue. A meeting was called between both assemblies after which a report was issued.In that report, which was seen by Myjoyonline.com, it was agreed that the regional boundary should serve as the basis for resolving this problem.But “I believe my colleagues in Ga South are in contention with the report and do not want to comply with what it says,” the MCE stated.“We don’t know when the residents will take the law into their own hands because they are suffering, and these things create agitations,” he feared.
Therefore he wants the Local Government Ministry to “call them [Ga South assembly] to order and [settle] this dispute once and for all, it’s long overdue...”.Efforts by Myjoyonline.com to get the MCE of Ga South district for his comments have proved futile.
