The Monaco midfielder was pictured penning a five-year contract.
Inter Milan confirmed the news via their Twitter account.
It is thought Inter, who gazumped AC Milan for Kondogbia's signature, will pay £28.6million (€35 million) for his services. The midfielder has agreed a five-year deal worth €4m a season plus bonuses and will now fly to Italy on Monday to undergo a medical and complete his move.
Kondogbia also signalled the deal is very close to completion on his Twitter account by posting a blue and a black dot which represents the colours of Inter.
He spent two seasons at Monaco after joining the club from Sevilla and scored three goals in 33 games in all competitions last season.
