Vice-President John Dramani Mahama has paid an announced visit to Parliament as the House debates the government's supplementary budget for 2011, presented to the House by the Finance and Economic Planning Minister Dr Kwabena Duffour.Joy News Correspondent Sammy Darko says it is unclear why the Vice-President is in the House but adds that by the Standing Orders of Parliament the Vice-President and ministers of state can participate in debates. They cannot vote however.Mr Mahama is no stranger to the House having been the Member of Parliament for Bole/Bamboi until he was nominated running mate to Prof. Mills in the 2008 elections.He received a rousing welcome from both sides of the House.Early on the Member of Parliament for New Juabeng, Mr Hackman Owusu Agyemang was unhappy with what he called strident attacks on MPs over the acrimonious debate yesterday over the acquisition of five aircraft for the military.He said comments by some so-called security analysts sought to undermine and call into question the intelligence and judgement of members of the House.Without mentioning names, Mr Owusu Agyemang said if the analysts think they have degrees and work for international organizations and so know better, they must remember that some MPs have done same.The former Works and Housing Minister advocated the publishing of committee reports of the House to inform the public on the depth of knowledge and understanding of Members of the House.Some MPs however disagreed with him, contending that MPs’ decisions were not sacrosanct and were subject to criticism.Story Malik Abass Daabu/Myjoyonline.com/Ghana
