The number of seats in Ghana’s Parliament could go up to 275 from the current 230 if the government carries through its intentions to create new administrative districts, Electoral Commission Chairman, Dr Kwadwo Afari Gyan has said.
He said although the EC initially intended to increase the number of constituencies from 230 to 250, the government’s intention to create new districts altered the plan.
If the constituencies are to be created before next year’s elections, he explained, then the Legislative Instrument must be in place by the first quarter of next year.
Parliament cannot however pass the LI now because the formula for creating new districts and constituencies which has been used over the years is being questioned. An action has been brought before the Supreme Court for a pronouncement on its validity.
“You see, we have to be very careful that it is no gerrymandering; gerrymandering meaning that some area gets more constituencies than what the formula would indicate would be the number so if you took that into consideration, then using the old formula, the constituencies were likely to go up to about 275,” he explained.
The EC Chairman expressed the hope that the Supreme Court would make its pronouncement by mid-January next year and the government will create the new districts to clear the way for the LI which also pave the way for the creation of the new constituencies.
