Parliament’s finance committee is raising questions about the operations of the Savanna Accelerated Development Authority, SADA.According to the committee, SADA has gone beyond its core mandate and duplicating functions of other state institutions.For instance the committee says it is not the duty of SADA to construct roads yet the authority’s expenditure shows allocation of money for such projects.The issue came up during the approval of budget for institutions that work directly under the office of the president.A member of the committee, MP for Mpraeso, Seth Kwame Acheampong said “the core business, the focus of SADA must be addressed. In pursuit of their mandate SADA wants to support the rehabilitation of roads and the construction of school buildings. Mr Speaker as a country we have our policies. We have the Roads and Highways there. SADA must help in poverty alleviation,” he argued.The committee also commented on the attitude of chief executives of institution under the president and what is said to be inappropriate expenditures.However, a minister of state responsible for public sector reforms Alhassan Azong said a report has already been submitted to the presidency for appropriate action.He said SADA is not a substitution for what other sectors are supposed to do but an addition to what they are doing.He rejected claims that SADA is duplicating the activities by other sectors.The chief executive officer of SADA, Alhaji Gilbert Seidu Iddi has also objected to claims that SADA is taking responsibilities outside its mandate.Quoting portions of the law that set up SADA, Seidu Iddi told Joy News that SADA can invest its resources in some aspects of road construction.He said if it is wrong for SADA to engage in road construction then the ACT that set up SADA is wrong as well.
