A significant number of properties under the National Sports Authority (NSA) remain either undocumented or under dispute, according to a recently compiled assets register detailing the Authority’s landed assets across the country.
A document sighted by JoySports, which catalogues NSA-managed facilities in all sixteen regions, highlights systemic gaps in documentation, with over half of the listed properties lacking proper site plans or ownership certificates.
A total of 35 facilities across Ghana are listed as having no documentation while 10 facilities are either under dispute, have ownership claims, are under litigation, or are subject to compensation demands.
Several facilities are also facing challenges ranging from traditional authority claims to active litigations.
In the Greater Accra Region for instance, prominent sites such as the Azumah Nelson Youth Resource Centre in Kaneshie and the Tema Sports Stadium are among those without any documentation.
While the Tema Stadium has no encumbrances, the Azumah Nelson Youth Resource Centre in fact, is currently under an ownership dispute.
In the Ashanti Region, major facilities including the Baba Yara Sports Stadium and Mampong Park also lack documentation.
The situation at Mampong Park is compounded by demands from traditional authorities for payment before formal land transfer can be effected.
Additionally, ownership of Konongo Park remains unclear, with the report recommending further investigation to confirm its status.
In the Western Region, the Eskadu Training Pitch in Sekondi is the subject of an ownership claim by the Ghana Railway Corporation.
Similarly, in the Upper East Region, landowners are seeking compensation for the Bolgatanga Sports Stadium, while the proposed site for a new stadium in the same municipality is under litigation.
The Wa Sports Stadium in the Upper West Region also lacks documentation, with land-owning families asserting ownership over the site.
Out of dozens of NSA-owned or occupied sites across Ghana, only a handful—such as the Accra Sports Stadium, Tamale Sports Stadium, and Cape Coast Sports Stadium—have complete documentation.
The rest, including key regional parks and training pitches, operate on loosely defined tenure, exposing them to risk of eviction, legal suits, or land grabs.
In the Volta Region, for example, a proposed site along the Ho–Adaklu Road for a new sports stadium is undeveloped and undocumented, yet earmarked as a strategic expansion zone for sports infrastructure.
Stakeholders are calling on the Ministry of Sports and Recreation, Lands Commission, and the Office of the Attorney General to prioritise the regularisation of land titles and settlement of disputes affecting NSA properties.
The lack of clear documentation and ownership clarity presents significant challenges for infrastructure development, long-term planning, and legal compliance, sources said.
"Without proper land titles or agreements, the NSA faces difficulties in securing investment, implementing renovations, and defending its interests in the event of legal disputes."
