Former Sports Minister Yaw Osafo Maafo says the erstwhile New Patriotic Party government borrowed an amount of 50 million dollars from Barclays bank to complete the building of three stadia for the CAN 2008 finals. The rest of the funding for the project came from the consolidated fund.He was testifying at the controversial judgment debt saga involving National Democratic Congress financier Alfred Woyome.According to him, Waterville which was contracted to raise funds for the projects failed to do so.Osafo Maafo said in failing to provide the financial engineering, the breached clause 17 of the Memorandum of Understanding signed with government.Chief State Attorney Cynthia Lamptey asked the former Sports Minister if government received any funding from outside for the construction and rehabilitation of all stadia for Can 2008 but Osafo Maafo said no.But Counsel for Alfred Woyome in his cross examination said the then government aborted the procurement law in awarding the contract to Chinese company, Shangai for the construction of the stadia.According to Sarfo Boabeng cabinet appeared to have committed an illegality in 2005 by not allowing the Procurement process to take effect. It is his conviction that the Procurement Process had been exhausted Vamed and M-powapak would have fulfilled their side of the contract.Joy News’ Sammy Darko reported the issue about the procurement process provoked heated banter between Maafo and Buabeng. The trial judge John Ajet-Nasam had to step in to end proceedings. The case has been adjourned to 23 July for continuation of cross examination.
