As the National Constitution Review Commission (CRC) steps up consultations with the public to collate views on the proposed amendment of the Constitution, many people still oppose the appointment of District Chief Executives by the President. They want DCEs and MCEs elected by the people, the same as Members of Parliament and Assembly Members. Members of the commission have been touring the Greater Accra Region holding consultations with various stakeholders as part of making the review national in character. Joy FM’s Benjamin Tetteh has been following the CRC’s public consultations in the region and reports. Following the consultations in the Volta and Greater Accra regions it has become clearly evident that many Ghanaians want the power to elect their own District, Municipal or Metropolitan Chief Executives. Various views were advanced to back this call. One chief and opinion leader in Ada pointed at the many agitations by NDC “foot-soldiers” cross the country against many chief executives as example. Nene Korley IV of the Tekpebiawe Division of Ada argued, giving power to the people to elect their own local leader – DCE – will make the DCE more accountable to them. The current situation where DCEs openly tell people who question their leadership style that they (DCEs) account only to the President, does not augur well, he added. But a few people seem to worry about the working relationship that will arise when a president is elected on one party ticket and DCEs/MCEs on another party ticket. Here, one Assembly Member in Ada, Jacob Nyabu, proposed a formula for opening nomination for DCEs/MCEs. The party that wins government must allow its members only to stand file for nomination to contest for DCE/MCE positions. This way, he argued, the President can have people elected by the masses who share in his party’s ideology, to work with. I heard similar views in the South Tongu District in the Volta Region, while the CRC met with various stakeholders there. From Sogakopey through Sokpe to Vume many ordinary people gave one reason or another to support their call for the election of District Chief Executives. A law lecturer at the University of Ghana and member of the CRV leading the Greater Accra Regional tour, Abdul Baasit Aziz Bamba told Joy News members of the public have richly contributed to discussions so far. He admitted has been surprised at the depth of knowledge displayed by the public on matters of the Constitution. The views gathered, he said would be collated into the final work of the Commission.
