Some NPP Members of Parliament have said the reshuffle of some ministers by the government will affect the work of Parliament, particularly when some crucial Bills are currently before the house for consideration. Some of the Bills which are currently before Parliament are the College of Education Bill, which has been read for the second time, the Interstate Succession Bill, and the Presidential Transitional Bill, which are expected to be handled by Attorney-General and the Minister of Justice. Speaking in an interview with Adom News, the Member of Parliament for Amenfi West Mr. Joseph Boahene Aidoo said the work of Parliament will be hugely affected because some of the Bills before the house need certain explanations and Deputy Ministers cannot handle them. He stated, for instance, the Presidential Transitional Bill which is not a private member bill but public bill, was prepared by the substantive minister and submitted to the Attorney General and the Minister of Justice, and was subsequently submit to cabinet for approval before it was brought to parliament for the necessary winnowing. According to him, if the substantive minister is not there, it will be difficult for parliament to work on the Bill because during its winnowing, the minister is suppose to be there to explain certain issues that members may raise during the winnowing period. The Member for Amenfi West added that where the minister is absent, all clauses and the essence of the Bill which needed detailed explanation would have to be suspended till a substantive minister comes. He further explained that Bills which come before the house, though belongs to the government, they come in the name of the sector minister and if he or she is not there, no one else can represent him. Meanwhile, Joseph Boahene Aidoo expressed fear that the work of parliament may have to be dragged and delayed till a substantive Ministers are appointed and where the newly appointed ministers and their deputies designate have no portfolio in government, they have to go through the vetting procedure and that would be after 21 days advertisement of the appointees before vetting can even begin.
