The Institute for Democratic Governance (IDEG) is proposing a constitutional arrangement allowing Chief Directors of Ministries to exercise control in their respective ministries within transition periods.The Institute is also asking for an extension of the period between the Presidential and Parliamentary elections and the inauguration date of January 7.Should the arrangement be accepted, the Electoral Commission will have the option of choosing any day between October 7 and December 7 which is currently the proposed date by the Transition Bill as the Election Day in order to allow adequate time for the transition.Power transfer occurs after a new political party defeats an incumbent party in an election and it involves the taking over of both political and administrative machinery of the state.In Ghana, the process has witnessed apprehensions among incoming and outgoing governments, necessitating the passage of a Transition Bill by Parliament in March.Addressing an IDEG seminar on Political and Administrative Transitions in Accra, a former Minister of State for Finance and Economic Planning, Dr. Anthony Akoto-Osei cited institutional and civil society failure for the seeming tension that characterizes handing-over arrangements.Discussants at the seminar were of the view a Transition Commission or Authority needs to be established to manage the entire process.The seminar was chaired by the Executive Director of the Centre for Economic Policy & Analysis (CEPA), Dr. Joe Abbey.
