Striking civil servants in all ten regions of the country say they will not heed a directive by the National Executive Committee (EXECO) to resume work. The Civil and Local Government Staff Association, Ghana (CLOGSAG) declared a nationwide strike on October 31, 2012 to press home demands for payment of market premium, following their migration unto the Single Spine Salary Structure. Over a week into the industrial action, the EXECO is reported to have directed members to resume work in response to an intervention by the Civil Service Council to ensure the premium is paid. But a joint statement issued by the ten regional executives of CLOGSAG at a meeting in Kumasi accused the EXECO of breaching the Association’s constitution in the decision to annul the strike. They stated: “The announcement to call off the strike is null and void. We are urging all members to continue with the nationwide industrial strike action until our demands are met. With this all CLOGSAG offices should remain closed”. They will not comply with the directive because, according to the statement, the decision to embark on this industrial action was taken by the National Executive Council (NEC), stating that “the calling off of the strike on the basis that the Civil Service Council had accepted to intervene on the matter indicates lack of preparedness by our national executives at the negotiation table”. Members of the regional executives say they have lost trust and confidence in the National Executive Committee in championing their quest for premium for members. Meanwhile, CLOGSAG Executives and the Fair Wages and Salaries Commission are scheduled to meet with the National Labour Commission next Wednesday over the ongoing strike.
