The Government has announced plans to entrench the proposed Comprehensive Human Rights Act in the Constitution, introducing a safeguard that would prevent future governments from easily repealing the legislation once it comes into force.

The Attorney-General and Minister for Justice, Dr Dominic Ayine disclosed the proposal on Thursday while addressing the Government Accountability Series, describing it as a significant step towards ensuring the long-term protection of human rights in Ghana.

According to the Attorney-General, the Government has resolved that the Comprehensive Human Rights Act, once enacted by Parliament, will be backed by a constitutional provision requiring an exceptionally high threshold before it can be repealed.

"We have taken the decision that the Comprehensive Human Rights Act, when enacted, there will be a provision in the Constitution that will prevent the Act from being repealed willingly by any government except where the government secures a 75 per cent vote of Members of Parliament to repeal it," he stated.

The Attorney-General explained that the Government's decision reflects its commitment to strengthening the country's legal and constitutional framework for the protection of fundamental human rights.

By requiring a three-quarter majority in Parliament before the legislation can be repealed, the Government aims to ensure that the Act enjoys a level of permanence beyond that of ordinary legislation.

The Attorney-General indicated that the move is designed to reinforce public confidence in the country's commitment to human rights by ensuring that legal protections are not subject to frequent political change.
