The Gunners were without their first-choice central defensive partnership with Per Mertesacker and Laurent Koscielny ruled out - and it showed as Liverpool carved out some gilt-edged openings in a pulsating first 45.
Coutinho struck the woodwork twice while the pick of Cech's saves saw him somehow deny Christian Benteke a tap-in.
It was a one-sided affair but Arsenal could still have felt slightly aggrieved at the interval as Aaron Ramsey's clinical first-time finish was harshly ruled out for offside.
The Gunners improved after the break and dominated but couldn't find the breakthrough as Alexis Sanchez saw a shot come off the post while Simon Mignolet kept out Olivier Giroud's attempt on the stretch.
The result means Arsene Wenger's team have failed to win either of their opening home matches this season while Liverpool return to Merseyside with an impressive point and a third straight shut-out.
