The Executive Director of the National Road Safety Commission (NRSC), Ing. Noble John Appiah, has been appointed by President John Mahama as Managing Director of the Metro Mass Transit Limited.
Noble Appiah has almost a decade experience with the Commission, a statement by the NRSC said, “He leaves after helping build the Commission into a lead public sector road safety agency, influencing local perspectives on road safety improvement through data-led strategic planning while helping improving the global appeal of the Commission as the only reference for African best road safety management practice.”
Meanwhile, Ing. (Mrs.) May Obiri-Yeboah, the Director of Planning and Programmes will succeed Ing. Appiah as Executive Director.

NOBLE JOHN APPIAH TAKES METRO MASS TRANSIT LIMITED
The Executive Director of the National Road Safety Commission (NRSC), Ing. Noble John Appiah, leaves the organisation after almost a decade of service to the Commission as its founding Executive Director and has been appointed by H.E John Dramani Mahama, President of Ghana as Managing Director of the Metro Mass Transit Limited.
He leaves after helping build the Commission into a lead public sector road safety agency, influencing local perspectives on road safety improvement through data-led strategic planning while helping improving the global appeal of the Commission as the only reference for African best road safety management practice.
This has resulted to over a dozen study or understudy visits from contemporary African and developing countries and Ghana’s historic invitation to present a paper at the 66th Session of the UN General Assembly meeting on road safety in April 2012.
Over the period of his stewardship, Ghana's road safety fatality rate has seen a decline and improvement from 29.24 deaths in 10,000 vehicles in 2001 to 17.94 in 2011 representing a 39% decline. While introducing establishing some partnerships He leaves at a time when the Commission seeks a review of its mandate to make it more relevant to the challenging road safety issues that have emerged over its existence.
In a farewell statement to staff and stakeholders, Ing. Noble John Appiah says "I wish to thank you all for your support and say that as my new role keeps me in the road transport industry, we shall continue to engage each other to share knowledge and experiences”.
Ing. Appiah, a Transport Engineer by profession was between 1995 and 2000 the Managing Director of Intercity STC, a period regarded as very productive and profitable in the life of the public service transport company and is often credited for the turnaround of the organisation due to his astute management profile.
In a related development, Ing. (Mrs.) May Obiri-Yeboah, currently Director of Planning and Programmes succeed Ing. Appiah as Executive Director She joined the organisation as Manager for Planning and Education in 2005 and has since risen to become the Director of Planning and Programmes.
She is a Civil Engineer by profession and currently a Council member of the Ghana Institution of Engineers. Ing. (Mrs.) May Obiri-Yeboah previously until 2005. Her previous roles include; Principal Engineer at the Head Office, Regional Engineer & Maintenance Engineer at the Ashanti Office of the Department of Feeder Roads.
She holds a M.Sc. (Hons) in Transport Planning & Engineering from the Leeds University, U.K and have attended several workshops including the International Course on Transportation Planning and Safety & International Programme on Road Traffic Safety at the India Institute of Technology and Lund University in India and Sweden respectively.
