The ruling National Democratic Congress has indicated that it reinstated Kofi Adams as the party’s Deputy General Secretary because its investigations failed to implicate him in any wrongdoing.
Kofi Adams was suspended on March 23, 2012 when he was purportedly heard in a leaked tape plotting with the opposition's Gabby Asare Otchere-Darko to undermine the NDC’s efforts of winning the 2012 elections.
The party’s National Disciplinary Committee was therefore tasked to among others establish the authenticity of the voices contained in the audio recording, and recommend appropriate sanctions as per Article 40 (9) of the constitution if the respondent was found guilty.
Mr Adams had denied engaging in any such conversation and subsequently sued the party for suspending him. But he withdrew the suit on 10th January this year.
NDC’s General Secretary Johnson Asiedu-Nketia at a press conference in Accra Tuesday presented the report of the National Disciplinary Committee chaired by Prof. Kofi Awoonor. The report exonerated Mr Adams.
“...the alleged recording was forwarded for professional advice. Preliminary information received by the committee indicated that on account of the poor quality of the voices on the tape, the investigator could not conclusively determine that the recorded conversation was one between Mr. Adams and Mr Gabby Otchere Darko.”
The report further stated: “After a thorough review of the information available to the committee coupled with the oral testimonies of the petitioner, one witness and the respondent and also due to the technical weakness inherent in the recording, the committee is unable to establish conclusively the identity of the voices on the audio recording.”
Nevertheless, the committee noted that Mr Adams’ utterances after he was disqualified from contesting the Buem constituency seat in the Volta Region on the ticket of NDC were injurious to the image of the party.
Since his pronouncements were “likely to embarrass the party or bring the party into hatred, ridicule or contempt”, the committee recommended that Mr Adams rendered an unconditional apology to the NDC through its National Executive Committee.
Under Article 40 (9) of the party’s constituency, the committee averred that Kofi Adams could be removed from office if he fails to apologise.
Kofi Adams obliged and apologised for his conduct.
“...in the spirit of unity and also the fact that the suit I initiated was never intended to cause any embarrassment to the NDC party, a party I have laboured for and help in its building for many years, I accept the committee’s recommendation and unreservedly apologise to the NDC party,” he wrote in a letter to the party's General Secretary dated 10th March, 2013.
