Central Regional Secretary of the New Patriotic Party (NPP), Kwamena Duncan says President Mahama has flouted the code of conduct by which he is measuring his appointees.
He said the president’s intervention in the recovery of a debt owed by Engineers and Planners (E&P); his brother’s company in Merchant Bank is a violation of the regulation barring ministers and government appointees from dabbling in issues involving their families and friends.
The introduction of a code of conduct is to inform public office holders on the "dos and don'ts" in their day to day activities to enable them avoid any pitfall.
It will also help Ministers, Deputy Ministers, Presidential Staffers, MMDCEs, and other government appointees to determine potential areas of conflict of interest and other inappropriate dealings of an appointee.
President Mahama, who launched the code said the actions and inaction of Ministers of State and all Political Appointees will be measured by the prescriptions and directions required of a public servant as specified by the code.
But speaking on Peace FM’s Kokrooko Wednesday, Kwamena Duncan said the latest exposé on the E&P, Merchant Bank saga makes a mockery of the supposed code of conduct.
“The president, who launched the code of conduct is himself liable. Is it the case of ministers doing one thing and the president doing another?, he quizzed.
According to him, the raging controversy between E&P and Merchant Bank became murkier, when President Mahama got involved.
He therefore intimated that 38 million dollars owed by Ibrahim Mahama, which constitutes 30 per cent of its 50 per cent non-performing loan portfolio is enough to collapse the bank.
Kwamena Duncan said the president could have saved himself the embarrassment if he had recuesed himself.
