Baffour Anning speaks on African Human Rights

Baffour Anning, the Chief Executive of the African Human Rights Heritage (AHRH) at the occasion of Re-affirmation of Declaration of Universal Human Rights at UNESCO Headquarters Paris on 3rd-5th September 2008. “Chairperson, Distinguished Guests, NGO Community, Ladies and Gentlemen of the Press It is a privilege to address you on this historic day. Today marks the beginning of global efforts to end the ongoing culture of impunity and beginning of collective efforts to ensure effective law enforcement through implementation of international human rights standards, compliance, monitoring and evaluation. The African Human Right Heritage is a movement of people worldwide doing all that is humanly necessary and possible to alleviate root causes of conflicts, corruption and poverty through conditional community policing to socio-economic cooperation by way of community based peace building and good governance. The problem of ineffective human rights enforcement has been the lack of knowledge and political will of human rights peers to accept the need for positive change. But I am now able to say that the United Nations is more determined to support result-oriented mechanism(s) for global implementation to ensure sustainable peace and development by way of scriptural, cultural responsibility and duty. The traditional human rights awareness tool has been very effective in the areas of civil and political but vulnerable in the areas of economic, social and cultural rights. There is therefore the need for advancement of awareness tool “From Words to Deeds” in line with the United Nation’s Concept for Millennium Development Goals to end ongoing “Manifest Human Rights Failure” to an end. The founder of the Amnesty International, a British writer did pioneered a great job for humanity that has resulted present rich human rights laws that has bring independence to many countries of the world. But, most of these leaders that have all used human rights platform to achieve political power turn lip service to fulfilment of human right aims and objectives resulting the present state of culture of impunity, the main root cause of ongoing conflicts and poverty. The founder of the African Human Rights Heritage; Himself, a multiple victim of crime and abuse of power has developed the most tested effective mechanism since Father Moses Exodus Era. It was also triumphant during the Ancient British Corrupt Royal and Specials day, and it would be effective for the ongoing culture of impunity through “conditional Community Policing to Social and economic cooperation”. The design is based on the result of seventeen years outside foreign funding research work on conflicts, corruption and poverty. It has taken the founder, Mr. Baffour Anning seventeen years to get international support because of peer lack of knowledge and political will for the positive change. The above mechanism will result and impart scriptural, cultural, responsibility and duty for sustainable peace and development in greater freedoms. There is the need to create common platform for local and global actors to combat the ongoing official-lawlessness by way of user-involvement in human rights to social and economic cooperation by way of community based peace building and good governance through give and take implementation of international human rights. The following are the main aims and objectives of the Re-affirmation of Declaration of Human Rights that is going on the very moment at UNESCO Headquarters Paris – France:

UPHOLDING THE UNIVERSAL DECLARATION OF HUMAN RIGHTS Universality and indivisibility of human rights; civil society engagement with human rights system at global; regional, national and local levels: the role of human right defender.
REALIZING HUMAN DIGNITY FOR ALL Marginalized and vulnerable groups as agents of change to overcome social exclusion, discrimination, and extreme poverty. partnerships among NGOs, civil society organizations, governments, business and UN agencies that involve and empower these constituencies.
HUMAN RIGHTS AND HUMAN SECURITY Challenges of protecting human rights and promoting human security in the context of strategic interests that define national security in economic and military terms; implementing Security Council Res. 1325 on women, peace and security.
EDUCATION & LEARNING ABOUT HUMAN RIGHTS AS A WAY OF LIFE Efforts to promote human rights learning in the school system, at the community level and in society at large, building on the World Programme for Human Rights Education (2005-2009), and in the lead up to the International Year of Human Rights Learning (10 December 2008 – 2009); the role of educators, the media, faith-based organizations and NGO.
JUSTICE, PROTECTION, EMPOWERMENT AND PEACE

Approaches to prevent and respond to massive human rights abuses such as genocide, ethnic cleansings and mass killings; the role of the UN System, the International Criminal Court, national governments, NGOs, civil society, and other sectors in combating impunity, raising political will and building a Culture of Peace. Our vision, mission and method for solving the problem is user-involvement in human rights, because it is written; love thy neighbour as thy self, and not your neighbour more than yourself. For this reason, the current limited number of law enforcers will always feel that they are also victims of socio-economic rights and therefore they will have to use the power given them to get themselves out from economic victimization.

The over reliance on governance for prevention and protection of human rights must come to end because those presently charged with law enforcement are the factors behind lawlessness.
There must be cross section approach to solution by way of involving religious groups, trade unions, students, professional and occupational groups, and all identifiable groups in human rights promotion.
Creation of money at local levels for public interest needs through non-profit earned income ventures to escape philanthropic and cooperate grants to serve people better.

Now that the international community has acknowledged the problem of vulnerability of human rights awareness tool to economic social and cultural right, and for the first time gathered at UNESCO Headquarters Paris to share ideas for a common platform, we are not far from victory. The unanimous decision will be advancement of traditional tools from words to deeds world wide through user-involvement by way of giving support to preventing and protecting your neighbour from victimization for your sustainable peace and development that is, economic, social and cultural rights through scriptural, cultural responsibility and duty.

It is written, “all that it takes for the triumph of evil is for good men to do nothing”.
It is written; “whatever concerns community need collective solution”
It is written, “all those who are not against us are with us”
