A Private Legal Practitioner has intimated that the summons issued by the Speaker of Parliament, A.S.K Bagbin to Police officials who attempted to arrest the Madina MP, is out of order.
Mr. Kweku Paintsil explained that the police officials were acting on the orders of the IGP, thus, if there's any summons to be served, it should be to the IGP.
"So I believe that even the summons that was issued by the Speaker is out of order," he said.
Speaking on JoyNews' The Law on Sunday, October 31, 2021, the Head of Paintsil Paintsil and Associates, opined that the move is intended to instill fear into the police officials who were only executing their duties.
"This is how intimidating our police force, so that they are unable to even assert themselves starts. They [Speaker] are crippling the police, they're putting fear in the personnel who are down the line and whose duties are to execute orders from above," he said.
The Speaker of Parliament, Alban Sumana Bagbin on Wednesday, October 27, 2021, summoned two police officers who allegedly harassed the Member of Parliament for Madina, Francis-Xavier Sosu, before the House.
This is pursuant to contempt of Parliament charges filed by Mr Sosu against the officers.
The police officers attempted to arrest the MP when he joined his constituents on a protest that was approved by the Police, over bad roads in the constituency on Monday, October 25. The demonstration however turned chaotic when the protesters blocked a section of the road and set car tyres ablaze.
The Speaker further referred the matter to the Privileges Committee for investigations and a report submitted to the House.
However, Mr. Kweku Paintsil holds the view that the directive by the Speaker is defective because the two police officers were only executing their official duties.
