Ghana maintains its score of 43 for the fourth consecutive year in the Corruption Perceptions Index (CPI) 2023, as reported by Transparency International (TI) on January 30, 2024.
The country's ranking is 70th out of 180 countries and territories assessed in the CPI.
According to the Ghana Integrity Initiative (GII), the local chapter of Transparency International, the stagnation in Ghana's anti-corruption efforts is attributed to a declining justice system.
The GII report underlines that the weakened justice system reduces the accountability of public officials, creating an environment conducive to corruption.
The CPI 2023, themed "Corruption and Justice," aligns Ghana's stagnant score with a global trend of deteriorating justice systems.
Transparency International emphasizes that Ghana's performance in the Rule of Law Index by the World Justice Project reflects a troubling decline. In 2015, Ghana scored 0.60 and ranked 34, but by 2023, the score had decreased to 0.55, accompanied by a drop in ranking to 61.
In response to these findings, the GII recommends urgent action from Parliament to introduce the Conduct of Public Officers’ Bill.
This legislation should ensure that provisions on assets declaration require verification and carry severe sanctions for non-compliance.
The GII also calls for the Executive and Legislature to expedite the passage of the bill and address legal gaps necessary for prosecuting selected corruption cases outside the current legal framework.
