Public Accounts Committee has ordered the arrest of an auctioneer for defrauding the Health Ministry of more than GH₵30,000.
The Auctioneer sold some vehicles belonging to the Ghana Health Service totalling 44,000 but paid only GH₵7,000 to the owners of the vehicle and bolted with the rest.
The fraudulent act was part of a litany of financial scandals contained in the audited accounts of the Ghana Health Service.
In one such instance, the report also revealed payment of GH₵174,000 to a fraudulent person in 2011 who posed as a contractor engaged to undertake works for the Service.
The fraudster, John Mensah posed as the Managing Director of Nameless Ventures, a construction company and opened a different account.
He came forward to claim GH₵58,400 as payment for the completion of surgical theater of St. Joseph Hospital at Jirapa in Upper East region.
The fraud was detected when the real contractor came to claim payment.
It is suspected that the fraud was done with the help of an insider, one Ebenezer Osei, a young man who posed as a National Service Person.
He was assigned to the front desk of the Finance Department of the Health Service and had access to vital financial information. He is suspected to have relayed these details to the fraudster.
Ebenzer Osei was nowhere to be found after the fraud came to the attention of the Management of the Ghana Health Service. He had vacated his post.
Checks at the National Service Secretariat showed no one by his name had been assigned to the GHS.
His appointment letter had been forged and his National Service Scheme number belonged to Richard Twumasi Dankwah who was posted to the Ashanti region.
Joy News Parliamentary correspondent Elton John Brobbey reported that his sources have revealed Ebenezer Osei who is the face of a syndicate made a similar attempt at oil storage company, BOST.
But he was arrested and jailed 25 years.
