Ghana’s sovereign guarantee still remains in the hands of STX Ghana despite hints by the government it has taken custody of it.
Works and Housing Minister E.T Mensah told the Daily Graphic Newspaper he had directed the Minister of Finance and Economic Planning and Barclays Bank Ghana to suspend the guarantee in respect of the housing project.
He also warned STX Ghana to stop claiming it had a binding contract with the state.
The construction company secured government’s sovereign guarantee and other landed properties to enable it build 30,000 housing units for security personnel for a period of five years.
Almost two years into the contract, the company is yet to build a single housing unit.
Rather, it has succeeded in severing ties with its Korean counterparts after several months of boardroom wrangling and court litigation.
It is uncertain when they will start building the housing units or who will be their next partner.
What is certain is that Government has dissociated itself from the company with the sector minister directing for the sovereign guarantee and other properties such as land to be returned.
But STX is unyielding. The company claims it still has a binding contract with the government and is not ready to relinquish the sovereign guarantee or any other property in its custody.
Some of the officials who spoke to Joy News’ Sammy Darko on condition of anonymity said their contract with government is valid for five years.
They said they secured the sovereign guarantee from Parliament and only Parliament can reverse its decision.
The officials say a court action to protect the sanctity of their contract with government cannot be ruled out.
