Peasant Farmers are calling on government to use Farmer Based-Organizations, FBO’s rather than individual-agents in the distribution of subsidized fertilizer. According to them, this is the only way the high-incidence of smuggling of subsidized fertilizer to neighboring countries could be effectively curbed. The Programmes Officer of the Peasant Farmers Association, Charles Nyaaba has been explaining this to JOY-BUSINESS. “For instance if you send the subsidized fertilizer to a region then you identify the FBO in that region and then give them a quota, they would then sell it to their grass root members. So in this case because they already know the people they are working with, it would help prevent the situation where some individuals hi-jack more than 50 percent of the quantity and send it wherever he wants” he noted.
