The Education Manifesto Chair for the New Patriotic Party (NPP), Dr Prince Hamid Armah, has announced the party’s plan to make school enrollment mandatory for all children aged four.
This initiative aims to establish a strong educational foundation for young learners.
Dr. Armah pointed out that while Ghana’s Constitution mandates compulsory education, it does not penalize non-compliance.
To address this gap, he proposed using data from the National Identification Authority (NIA) and the Birth and Death Registry to track and ensure the enrollment of children as they approach school age.
“We have designed a system to make education truly compulsory by ensuring children attend school. The NIA already provides identification numbers to babies, and the Birth and Death Registry operates at the district level,” Dr. Armah explained.
“With this data, District Education oversight committees, in collaboration with Assembly members, can identify children turning four and enforce compulsory enrollment.
"While the current Pre-Tertiary Education Act doesn’t criminalize non-enrollment, we are working towards changing that,” he added.
Dr. Armah also emphasized the NPP’s commitment, under the leadership of Dr. Mahamudu Bawumia, to improving kindergarten (KG) education across the country.
The party plans to construct ultra-modern KG blocks in areas that currently lack them, recognizing the critical role early childhood education plays in shaping future learning.
“Our goal is to upgrade existing KG blocks with modern equipment and build new ones in underserved areas at a very low cost.
"I believe that with about five hundred thousand Ghana cedis, we can build a quality KG. We are committed to improving KGs because they are the foundation of further learning,” he stated.
