A suggestion for public office holders to declare their assets every year has been described by an anti-corruption campaigner as laudable but difficult to implement in Ghana.
The Executive Director of the Ghana Integrity Initiative, Vitus Azeem, says implementation of such a directive would be difficult because there is very little political will to ensure that declarations made by public officers are valid.
Governance think tank, the Danquah Institute, which is mooting the idea, has said such annual disclosures will help check corruption.
“The law also provides for penalties for non-disclosure; but I think if we had the regular monitoring system then there is also the pressure of making sure that disclosures are made is also higher and I think this will make the system effective,” Executive Director of the Danquah Institute, Gabby Otchere Darko said.
According to him rather than leaving the implementation of the law to the Auditor General, efforts must be made to empower the Commission on Human Rights and Administrative Justice (CHRAJ).
But Mr. Azeem points out that the suggestion may demand a constitutional amendment.
All public office holders are currently mandated to file their assets declaration forms at the beginning and end of their term of office.
