The Finance Ministry is proposing the introduction of a legislation that will allow it play a key role in the determination of salaries and emoluments for public servants.
This is a submission made by the ministry as part of the National Mini Consultation on the Economy by the Constitution Review Commission.
Deputy Director for Legal Affairs Mangowa Ghanney said this provision will allow the ministry to better monitor activities of MDAs, especially how they negotiate salaries.
She said the Finance Ministry finds it difficult to track what the MDAs are doing when they operate outside the ministry.
She indicated that under the current arrangement, the MDAs determine their allowances and salaries and bring to the ministry to find the money to pay, and this she said, can be very problematic.
