The 2008 flagbearer of the Peoples National Convention is calling for an amendment to the constitution which will see the appointment of members of the Council of State before a president assumes office.He said there were some problems with the current arrangement because while the president is required to appoint his cabinet ministers in consultation with the Council of State, he often makes the appointment at a time the Council of State is not constituted.That situation, Dr Mahama, explained, arises because, the president himself appoints about 10 members of the Council of State which means, there is usually no Council to consult when a newly elected president has to quickly appoint ministers of state.Dr. Edward Mahama who presented his proposal to the Constitutional Review Commission yesterday also indicated that the PNC endorses calls for a public prosecutions outfit, independent and separate from the office of the Attorney General.Source: Joy News/Ghana
