The Deputy Minister of AgricultureYaw Effah-Baafi has described as worrying and bad, the situation where Members of Parliament are given Ministerial appointments.
Article 78 (1) of the 1992 constitution compels the president to appoint at least 50 percent of Ministers from Parliament, but this the Minister who is also a Member of Parliament for Kintampo South, said makes governance ineffective.
Mr. Yaw Effah-Baafi told Adom News, the work of a minister or deputy minister is so time-consuming that, one cannot combine the two and work for each effectively.
The Deputy Minister added that these appointments have ended up not making parliament as effective as expected.
The MP claimed that before he was given the appointment as Deputy Minister, he had very good relations with his constituents as he was able to visit every week and helped solve some of their problems.
He said however that, the situation changed since he was appointed as Deputy Minister as he hardly tours his constituency as he previously did.
“The situation is even worse when your District Chief Executive decides to contest with you,” Mr. Effah-Baafi stated.
