Private health service providers in the Ashanti region are yet to rescind a decision to provide care to clients on the basis of ‘cash and carry’.According the Society of Private Medical and Dental Practitioners (SPMDP), the revised per capita rate of GH1.43 for the private providers under the health capitation scheme is still very low to sustain businesses of members.The group is looking for a minimum rate of GH7.85 as an interim measure whilst working on a consultancy to develop the best rate for private providers to offer quality care to patients.The SPMDP and the Ghana Registered Midwives Association withdrew from the pilot implementation of the capitation scheme, raising concerns the project will negatively affect the quality of health delivery to clients and collapse their businesses.There have since been several dialogue and discussions with the National Health Insurance Authority (NHIA) but without much success. Health Minister, Alban Bagbin’s recent intervention resulted in the upward adjustment of the capitated rate for service rendered.The difference in percentage increment on the per capita rate for the private, mission and Ghana Health Service is 22.4%, 41.5% and 40.4% respectively.In a press statement, however, the private health providers described the increases as “completely unfair and unacceptable”. They had expected to receive the highest increment because they do not enjoy any subsidies as the government and mission hospitals.“There is a need for the NHIA to come out and discuss with us the strategic plan indicating how the providers with small number of enrollee will stay in business”, said the statement signed by Dr. Emmanuel Harry Tawiah, Ashanti regional chairman of the Society.The society has welcomed an opportunity to hold further discussions with the health minister and the NHIA if they are to take part in the pilot capitation.
