The Police MTTD of Kumasi and Techiman have received separate orientation programmes on the ECOWAS Brown Card Insurance Scheme.

In Kumasi, it was held on September 4 at Miklin Hotel and in Techiman on September 5 at Encom Hotel.

Over 150 Police MTTD officers benefited from these two programmes which form part of a nationwide orientation for the MTTD for 2018, on the country’s two main international road corridors, namely: Tema to Paga and Elubu to Aflao.

In his presentation, the Chief Executive/General Secretary of the Ghana National Bureau of ECOWAS Brown Card Insurance Scheme, Mr. Patrick K. Agyekum told the Police officers that Regional Integration and Trade Facilitation are the bases upon which the ECOWAS Brown Card Insurance Scheme was established.

He explained that the Brown Card Insurance Scheme serves as a common insurance cover against Third Party liabilities that visiting motorists may incur while they drive across various national boundaries of ECOWAS and therefore meets the requirements under Ghana’s Law with respect to the Motor Vehicle (Third Party Insurance) Act, 1958.

He emphasized the need for the Police to ensure that foreign vehicle using Ghanaian roads have valid ECOWAS Brown Card Insurance cover for the third party risks they may suffer while they drive in the country. He also informed the Police that in the event of a road accident, involving a foreign registered vehicle from any ECOWAS member state, the Police must get confirmation of the existence of a valid ECOWAS Brown Card Insurance cover, prior to the accident, from the Ghana National Bureau before releasing such vehicle to the owner or driver. He said this is to ensure that victims of cross-border road accidents get fair and prompts compensation.

In his Opening remarks in Kumasi, Chief Superintendent Frank Abrokwa, Divisional Commander of Kumasi MTTD, thanked the Ghana National Bureau for organizing the training session. He noted that training of police officers has long-term benefits to stakeholders and motorists at large.  He said the training programme will go a long way to help the Police to effectively handle foreign vehicles in Ghana, especially in the event of an accident. He advised his personnel to pass on the information and knowledge acquired to their colleagues who did not take part in the programme.

At Techiman, the Divisional Commander of MTTD, DSP Andrews Kofi Okonengye, also expressed appreciation to the Ghana National Bureau of the ECOWAS Brown Card Insurance Scheme for another opportunity to organize a training programme on the Scheme for the MTTD.

He recalled that the event was the 3rd of such training organized by the Ghana National Bureau for officers in Techiman which he has participated. He said the information gained will enable the Police efficiently carrying out their investigations into cross-border accidents, in addition to enabling them to assist motorists and victims of such cases of accidents.
