First Deputy Speaker of Parliament, Mr. Doe Adjaho, has overruled a threat by the Chairman of the Public Accounts Committee of Parliament to cause the arrest of businessman Alfred Agbesi Woyome, for failing to appear before the PAC. Mr Albert Kan-Dapaah Thursday threatened to write to the Inspector-General of Police, Paul Tawiah Quaye, to produce Mr. Woyome before the House Committee after the embattled NDC financier disregarded summons to come before the committee and answer questions in respect of a GH¢51 million judgement debt award to him, for which he is currently standing trial. But Mr Adjaho contends the PAC Chairman lacks the powers to cause the arrest of persons who refuse to appear before the Committee. Quoting Order 151 of the Standing Orders of Parliament, Mr. Adjaho said it was only the Speaker of Parliament who had the power to issue a warrant for the arrest of an individual who fails to appear before a House committee. Meanwhile members of the ruling National Democratic Congress (NDC)on the Public Accounts Committee of Parliament are accusing the chairman of taking arbitrary decisions. Member of Parliament for Yape and a Committee member, Amadu Seidu said Mr. Kan-Dapaah could not arrogate to himself the power to ask the IGP to have Mr. Woyome arrested and dragged before the committee without consulting the other committee members. Amadu Seidu said he was expecting the Chairman to call a meeting of members to decide what line of action to take after Woyome failed to appear for the third time, even after he was subpoenaed. "The chairman is not the committee, the committee is not the chairman,” he stated. Alfred Woyome is being prosecuted for causing financial loss to the state and defrauding by false pretense, in a controversial 51 million cedis judgement debt paid him in 2010 by the government of Ghana. He had previously explained he could attend to the Committee's call because the matter in respect of which he was being invited, was the subject of a court case. But one of his lawyers, Mr. Musah Ahmed told Joy News Thursday Mr. Woyome received the last summons an hour to the time he was expected to appear before the committee. That, he said made it impossible for him to appear before the committee. He said Woyome was a law abiding citizen who had great respect for the rule of law and the institutions of state performing their constitutional duties. He said Parliament must stop any calculated attempt to have him arrested.
