The Minority in Parliament has sharply criticized government for side-stepping Parliament in the award of the contract for the construction of infrastructure that will process natural gas from the Jubilee Field. Construction work is already underway for the project which the Ghana Gas Company says should start producing gas early next year.Minority Leader Osei Kyei Mensah Bonsu however says the contract will necessarily have to go through Parliament. The Minority Leader who raised the issue on the floor said even if it is good to have projects implemented, it is crucial that due process is followed. Deputy Majority Leader, Rashid Pelpuo conceded and assured the house the contract will be made available. MP for Tamale South and Communications Minister, Haruna Iddrisu however downplayed suggestions that government had sidestepped Parliament. "Let it not create an impression that Parliament has an additional mandate beyond approval of loans to approve contracts. We are wary of the ruling of the Supreme Court, we will be guided by that ruling. Let us not differentiate between loans so approved by parliament, Economic Transactions approved by parliament and contracts approved by parliament", he said. The Communication Minister concluded that "the agreement was brought before parliament, so therefore will they be notified by Ministers of Finance and energy accordingly as to steps Government is taking to have the gas Infrastructure built" Upon completion, the gas processing plant at Atuabo will process gas from the FPSO Kwame Nkrumah in the Jubilee Field for a number of uses including electricity generation. The Minority in Parliament has also faulted a loan agreement for the rehabilitation of the Takoradi Port. According to Minority Leader, Osei Kyei Mensah-Bonsu, the agreement between the Ghana Ports and Harbors Authority, the KBC Bank NV and others where the government of Ghana is guaranteeing the loan of 197 million euros lacks the detail that is required to assure them that Ghanaians would get value for money. Osei Kyei Mensah-Bonsu was commenting on the report of the Joint Committee on Finance & Roads and Transport after it was presented to the house by the committee chairman. The minority believes the report should have details for the House to be fully aware what they are approving for the people of Ghana. The amount is meant to finance the design, civil and engineering works at the Takoradi Port in the Western Region.The Minority argues that it was too huge a loan amount to be left to GHAPOHA to manage adding that it would expose government as guarantor to serious risks. MP for Tamale South and Minister of Communications, Haruna Iddrisu however said the Minister of Transport and Highways was best placed to provide the details being demanded by the Minority.
