The Minority Leader Osei-Kyei Mensah-Bonsu has questioned the basis of the ex-gratia payment made by President John Mills to members of the previous Parliament.
According to him, some MPs have received six months’ salary per every year served contrary to the four months proposed by the Ishmael Yamson committee.
The Yamson committee was constituted following huge public outcry over recommendations by the Chinery-Hesse committee set up by ex-president Kufuor.
The Chinery-Hesse report recommended seven months’ salary per every year served.
Osei-Kyei Mensah-Bonsu’s intervention follows remarks by President John Mills during a media interaction on his one year anniversary that “I set up a committee to look at this whole issue headed by Mr Yamson; they brought a report and the report recommended the way out of the situation. We accepted the report and we’ve acted in accordance with the recommendation of the Yamson committee report”.
According to him, the controversial Chinery-Hesse report was non-existent.
“Where you have a situation where there is in essence no report at all, there is nothing that you can call a report on ex-gratia what do you do when there is a vacuum?” He quizzed.
But in an interview with Joy News’ Sammy Darko the Minority Leader said the President’s statements were misleading and untrue.
Osei-Kyei Mensah-Bonsu said the payments made by the president were outside the recommendations of his own constituted committee.
“In any event, the payments to the Article 71 office holders, on what basis are they making the payments? Because the Ishmael Yamson committee never said they should pay six months per every year served to MPs,” Mensah-Bonsu argued.
He also dismissed assertions that the Chinery-Hesse committee report did not exist, insisting, the last Parliament approved that report.
Meanwhile, Deputy Information Minister, Samuel Okudzeto Ablakwah has challenged the Minority to proceed to court if the opposition feel the constitution has been flouted in any way with respect to the constitution of the Ishmael Yamson committee.
