A petition is expected to be served on the Speaker of Parliament by the minority in Parliament seeking an emergency parliamentary session to compel the Finance Minister to release funds for statutory payments.
Activities at most of the assemblies are said to have stopped, following government’s failure to release their common fund, which has been in arrears for almost a year.
Government also owes payment to the National Health Insurance Scheme and the GETfund.
Deputy Minority whip, Ignatius Baffour, told Joy News' parliamentary correspondent, Elton John Brobbey, some of the assemblies he visited are not functioning effectively.
"In the three assemblies I visited, Nzema East, Ellembelle Jomoro District Assemblies, there is nothing going on" Mr. Baffour noted.
He said when he tried to find out he was told by the Chief Executives that they were waiting for the funds.
He accused the Finance Minister of being in breach of the constitution.
While, he agrees there may be difficulties, he said the Finance Minister must appear before the House and explain the situation rather than ignore the House completely.
Minority leader, Osei Kyei Mensah Bonsu and the Majority Leader, Dr. Benjamin Kunbour, are calling for patience as the house awaits response from the Finance Minister.
But the Information and Media Relations minister, Mahama Ayariga, says part of the money has already been paid to the administrator of the district assembly’s common fund.
"As at yesterday, the Ministry of Finance had released money to the administrator of the Common Funds," he indicated.
