The Deputy Chief Executive Officer for Finance and Administration at the Petroleum Hub Development Corporation (PHDC), Halimatu Sadia Abdulai Abu, has declared that the Petroleum Hub project, located in the Jomoro Municipality of Ghana’s Western Region, represents one of the country’s most significant opportunities to emerge as a key player in Africa’s energy industry.
Speaking at the opening of the inaugural PHDC Inter-Agency Dialogue on Wednesday, April 30, 2025, Abdulai Abu emphasized that the project is not only expected to create over 780,000 jobs upon completion, but also to propel Ghana into a leadership position in the midstream and downstream petroleum and petrochemical sectors.
“The Petroleum Hub represents not just an ambitious vision, but a bold step towards positioning Ghana as a leading player in Africa’s downstream petroleum and petrochemical industries,” she stated. “As we gather here today, we do so in recognition of the critical role that you—our stakeholders—play in bringing this vision to life.”
She highlighted that forums such as the Inter-Agency Dialogue reinforce Ghana’s commitment to the successful realization of the Petroleum Hub, describing the engagement as a platform for fostering transparency, collaboration, and shared ownership.
“This engagement is not only a platform for information-sharing but also an opportunity to listen, learn, and strengthen the partnerships essential to the hub’s success. We value your insights, your concerns, and your collaboration,” she added.
The PHDC Inter-Agency Dialogue, widely praised by stakeholders, brought together key regulatory agencies and industry leaders from the energy and trade sectors to discuss streamlining permit and licensing processes for potential investors.
Participants included the Minister of Trade and Industry, the Deputy Minister of Energy and Green Transitions, as well as representatives from the National Petroleum Authority (NPA), Land Use and Spatial Planning Authority (LUSPA), Ghana Ports and Harbours Authority (GPHA), Tema Oil Refinery (TOR), and the African Continental Free Trade Agreement (AfCFTA) Secretariat, among others.
