Ghana’s ambition of strengthening its energy security and becoming Africa’s energy hub has received a major boost following the announcement of a partnership between two key institutions; the Petroleum Hub Development Corporation and the Ghana National Petroleum Corporation.
On Thursday, February 19, 2026, the two institutions unveiled a ten-member working committee, which will be co-chaired by the Deputy Chief Executive Officer for Operations and Technical at PHDC, Onasis Rosely, and his GNPC counterpart responsible for Exploration & Production, Michael N. A. Aryeetey.

At the heart of the committee’s mandate is to deliberate and engage extensively and identify areas of possible collaboration that will culminate in securing Ghana’s energy future and creating sustainable employment opportunities.
In his brief remarks at the unveiling ceremony, Onasis Rosely commended the CEO of GNPC and his management team for their receptiveness and commitment to the partnership, noting that the unveiling of the committee members solidifies the promises made during their initial meeting in 2025.
Onasis Rosely stated that, with Ghana setting its sights on achieving energy security and embarking on a massive industrialisation drive, collaboration and synergy among institutions within the energy sector cannot be overemphasised.

He expressed utter conviction and excitement that the partnership will deliver sweeping benefits for Ghana’s energy sector and ensure that the transformation agenda being pursued by the government is fully achieved.
For his part, Michael N. A. Aryeetey noted that GNPC, in its bid to establish itself as a fully-fledged energy institution, has identified PHDC as a valuable partner in achieving this objective. He added that the high-level representation on the committee is indicative of GNPC’s preparedness and commitment to collaborate with PHDC.
He stated that GNPC has a rich history of partnering with agencies, and that this latest collaboration with PHDC is yet another strategic move that he believes will create value for both parties.
Mr Michael Aryeetey assured the PHDC delegation of effective collaboration from his team, noting that all necessary documents and processes will be put in place to ensure a flawless and impactful partnership.
The members of the committee include, Kwabena Owusu Abrokwa, Director of Operations and Technical at PHDC, Dr Kwame Baah-Nuako, Advisor on Strategy and Sustainability, Ms Amanda Dove, Senior Manager, Legal Affairs at PHDC and John Agordey, Head of Finance at PHDC.

About the PHDC
The Petroleum Hub Development Corporation (PHDC) was established under the Petroleum Hub Development Corporation Act, 2020 (Act 1053), to lead the development of a world-class petroleum and petrochemical hub in Ghana. The hub is intended to serve the energy needs of the West African sub-region and the broader continent.
PHDC aims to promote innovation, research, and strategic infrastructure development to meet Africa’s growing demand for petroleum products and services. By creating an integrated petroleum value chain, the Corporation seeks to unlock economic opportunities, foster industrial growth, and create sustainable employment for Ghanaians and citizens across Africa.
About the Petroleum Hub Project
The Petroleum Hub Project will be located in Jomoro, in Ghana’s Western Region. The hub will comprise: Three refineries with a total capacity of 900,000 barrels per stream day (BPSD),
Five petrochemical plants with a minimum capacity of 90,000 BPSD. Storage tanks with a cumulative capacity of 10 million cubic meters and at least two jetties to support import and export activities.
The project is poised to position Ghana as a leading petroleum and petrochemical hub in Africa, enhancing regional energy security and economic integration.
