The Director-General of the Ghana Civil Aviation Authority (GCAA) Simon Allotey has been nominated as the Chairman of the Technical Commission at the International Civil Aviation Organization’s (ICAO) 40th Assembly in Montreal.
Mr Allotey has held several positions in the aviation sector in the past. These include the Director of Engineering, Ag. Director-General of the Ghana Civil Aviation Authority from 1996 to 2007.
He also served on the Council of the International Civil Aviation Organization (ICAO) from 2009 to 2010 and also served as Chairman of the Safety Committee at the recent 13th ICAO Air Navigation Conference in Montreal, Canada in October 2018.
As chairman, the key focus of the technical commission is to prioritize the continuous improvement of aviation safety by leading member states to develop national and regional aviation safety plans in alignment with the Global Aviation Safety Plan.
On Air Navigation, which involves the process of planning, recording, and controlling the movement of aircraft from one place to another, states are expected to plan the implementation of basic air navigation services; as well as operational improvements according to their specific needs to contribute to the global performance objectives defined in the Global Air Navigation Plan.
The ICAO Assembly is the Organization’s sovereign body. It meets at least once every three years.
It is a gathering of all 193 member states and a large number of international organizations, which establishes the worldwide policy of the Organization for the upcoming triennium.
During Assembly Sessions, ICAO’s complete work programme in the technical, economic, legal and technical cooperation fields is reviewed in detail.
The Assembly’s outcomes are then provided to the other bodies of ICAO and its member states to guide their continuing and future work, as by the Convention on International Civil Aviation.
