The Member of Parliament for Obuasi West constituency in the Ashanti Region, Kwaku Kwarteng says government must suspend ongoing advertisement seeking to engage new service providers for the Ghana Youth Employment and Entrepreneurial Development Agency (GYEEDA).
Interestingly, GYEEDA ICT Training Module being advertised had a similar module - Youth in ICT Module - awarded to Rlg Company Limited in July 2012 to train 15,000 youth, but only 4,222 were trained. The company was however paid GHC 25.5 million.
The MP insists, Government should first propose the needed changes to parliament and get a customised and appropriate legal framework before engaging any new service providers.
Government in January cancelled all GYEEDA contracts with service providers following a recommendation by a ministerial committee which investigated allegations of fraud and financial impropriety uncovered in a serialised report by Joy News.
The committee also recommended the restructuring of the programme with parliamentary approval regulating its operations. Although these are yet to be done, advertisements inviting service providers to run new modules for the Agency have been put out.
But Mr. Kwarteng says government must justify why it is rushing ahead with the programme without first fixing the weaknesses that enabled the wrongs of GYEEDA to happen.
"It is very obvious that government officials are rushing the new modules and seeking new service providers because doing so creates room for misappropriating public funds in the name of the programme," he told Myjoyonline.com.
"I do not find any other believable explanation for this unhealthy determination to so quickly rush through new GYEEDA modules or engage new service providers when there have not been correction of the institutional weaknesses that permitted the wanton corruption of public funds,". the MP stated.
