The Electoral Commission (EC) has asked Ghanaians, especially students who transferred their votes for the December 7 elections and would not be where they voted last Sunday but intend to vote during the run-off to inform the EC about it. This is to enable the EC to ensure that they are able to vote at their original places of registration during the December 28 run-off. The Director of Elections at the EC, Mr Albert Kofi Arhin, told the Daily Graphic that it was to enable all those who undertook the transfer to exercise their franchise, especially students who would be at home during the run-off. He said those who, for one reason or another, would still stay on the various campuses had nothing to fear about the new move because their transfers would still be valid. He was, however, quick to add that those who intended to take advantage of the new move to vote at their original voting areas must inform the district offices of the EC as early as possible so that the Commission would be able to effect such changes to enable such applicants to vote at their original voting centres. According to Mr Arhin, the EC could not effect all the transfers that were requested prior to the December 7 polls and that was the reason some applicants who asked for transfers were not able to vote. He said just after the first round of the election, the EC worked on all such transfers and that those who were not able to vote due to the ineffectiveness of the transfer could now vote. The EC set October 27 to November 17, 2008 as the period for the transfer of votes for the December 7 polls. The process was decentralized, so that the transfer of votes would be processed at all the district offices of the commission. However, some of the people who requested for the transfers could not exercise their franchise on December 7 because not all the transfers went through and that nearly culminated in disturbances at some polling stations.
