The Electoral Commission (EC) says proxy voting is not captured in its amended C.I to be used in the compilation of the new voters' register.
This means Ghanaians abroad who will wish to register but due to the border closure may not be able to enroll to partake in the 2020 General Elections.
According to the Deputy EC Boss, Dr Eric Bossman Asare, the Commission never anticipated some Ghanaians will be stranded abroad to make adequate preparation for them to partake in the exercise.
"Currently, we don't have it in our current laws and the C.I which has just matured; we didn't anticipate that we are going to get to point where people will be stranded outside the country," he told Mamavi Owusu-Aboagye on the AM Show Wednesday.
He revealed that per the regulation, a prospective voter must appear in person to be registered and it will be difficult for the Commission to have citizens strapped out to participate in the exercise.
Parliament by a majority decision approved Constitutional Instrument (C.I. 126), which gives legal backing to the Electoral Commission to compile a new voters register.
Dr Bossman Asare, however, said the EC remains hopeful that before the compilation of the new voters' register will end, Ghanaians abroad would have returned to be registered.
