The Minority Leader of Parliament, Mr Haruna Iddrisu has raised concerns about a contract awarded to Frontier Healthcare Service Limited for conducting Covid-19 test at the Kotoka International Airport (KIA).
Mr Haruna Iddrisu stated that the Minority in Parliament are unhappy about the fact that Frontier Healthcare Services Limited completed its registration merely days to the commencement of testing at KIA.
"The Minority raised concerns regarding the awarding of a contract to Frontier Healthcare Service Limited. The company was registered on July 21, 2020, just a few days to the commencement of its operations," he said
According to Mr Iddrisu, investigations conducted by the Minority indicates that the company is owned by Healthcare Solutions Service Limited which is also owned by Peter's Family Company Limited.
Peter's Family Company Limited, according to him, was incorporated in June 2020 and is registered as an offshore company in Dominica.
The Minority Leader further questioned the procurement process used in awarding the contract.
"How was the contract for charging a $150 per passenger awarded. What procurement process was used," he stated.
He indicated that the company requested the support of the National Laboratory Network for Covid-19, which goes against the requirements of the contract.
"We are aware that the company solicited for the support from the coordinator of the National Laboratory Network for Covid-19 to enable them do their work."
"The rule is that if you do not have a laboratory, you don't qualify for purpose of undertaking the service. How come they were chosen?
He wondered why Noguchi Medical Research Institute, which had been contracted to conduct these tests at KIA on behalf of Frontier Healthcare Service Limited, were not given the contract directly by government.
"To save the government money, why didn't you just award the contract to Noguchi who was already conducting tests on behalf of Ghana.
"If you want a diligent work done why do you award a contract to a company that has no laboratory," he quizzed.
