The Environmental Protection Authority (EPA) has interdicted two officers, Daniel Godsway and George Amoako, over allegations of fraud, document alteration, impersonation, and forgery of official documents, including the signature of the EPA’s Chief Executive Officer, Prof Nana Ama Browne Klutse.
The two officers are accused of unlawfully reproducing an official document bearing the forged signature of Prof Klutse and altering its content to redirect proponents to an incorrect location.
Instead of directing the proponents, who are persons seeking EPA licenses to the designated reception area, the officers allegedly misled them to an alternative address.
According to the original document, which was reviewed by JoyNews, the EPA had instructed proponents to report to the Head Office at Ministries, Accra, specifically “rooms 404 or 405 within 48 hours for discussions with the backroom staff on the detailed processes of regularising their operations.”
However, in the alleged forged document, the two officers redirected proponents to “the EPA Head Office, Room B13, within 48 hours for discussions on the detailed processes of regularising their operations.”
A leaked memo, signed by the CEO, described the actions of the officers as “an egregious misrepresentation of official authority, amounting to forgery, abuse of office, and a fundamental breach of fiduciary duty.” The memo further stated that their actions might contravene the Criminal Code 1960 (Act 29) of Ghana, particularly sections relating to forgery, fraudulent misrepresentation, and the unauthorised use of official documents.
Both officers remain interdicted while investigations are ongoing. The EPA has reiterated its commitment to upholding strict protocols to protect the integrity and authenticity of its official correspondences.
The authority also issued a firm warning that any unauthorised alteration or manipulation of official documents is a serious violation of institutional policies and legal statutes, and such actions will not be tolerated under any circumstances.
