Veteran journalist and former Minister for Information, Fritz Baffour, has stated that the Board of Directors of the National Signal Bureau (NSB) should have detected and prevented the alleged embezzlement of state funds by Kwabena Adu-Boahene, the former manager of the agency.
Speaking on JoyNews' AM Show on Thursday, March 27, Mr. Baffour pointed out serious flaws in Ghana's systems, which he believes allowed the former NSB manager to illicitly divert state resources.
The former minister, who also served as a Member of Parliament for Ablekuma South, emphasised that the Board, as the governing body overseeing the NSB, should have played a more proactive role in identifying and addressing discrepancies in financial management.
Drawing from his own experience in office, he highlighted the importance of board oversight. "I worked in a government institution, and at that time, a Board was put in place. When we needed some coupons, I, as CEO, suggested we go through the procurement procedures without the Board’s involvement, after which I reported back to the Board, and they gave it to me well well," he explained.
Mr. Baffour stressed that it is the responsibility of the Board to ensure proper oversight and to take necessary action if they suspect any wrongdoing.
"Every single government institution has a Board, and that Board should monitor the incoming and outgoing resources. They must be ready to take effective actions if there is any anomaly," he said, underscoring the critical role of governance in safeguarding public funds.
Last week, the EOCO arrested Mr Adu-Boahene for allegedly looting state funds to the tune of over Ghc30 million when he was serving as the Manager of the NSB between 2017 and 2025.
He is currently under the custody of EOCO. His wife, Angela Boateng was also picked up by the detectives when she went to see him, the two are currently battling for bail.
