The Accra High Court has granted GH₵50 million bail, with two sureties to be justified, to the former Commissioner-General of the Ghana Revenue Authority (GRA), Rev. Dr. Ammishaddai Owusu-Amoah (A4), and four others.
The other accused persons are Emmanuel Kofi Nti (A3), Isaac Crentsil (A5), Evans Adusei (A7), and Strategic Mobilisation Ghana Limited (A8).
They are standing trial alongside former Finance Minister Ken Ofori-Atta (A1) and his Chief of Staff Ernest Akore (A2) on charges including influencing a procurement process to obtain an unfair advantage, causing financial loss to the state, and using public office for profit.
As part of the bail conditions, the accused are to deposit all passports and travel documents with the court registry and report to the Office of the Special Prosecutor (OSP) once every week.
Because the court closed late, the judge ruled that the bail terms would take effect on Monday, December 15, 2025, when the accused persons return to complete the bail procedures. Until then, they will remain on their existing OSP bail terms.
The court further directed all affected accused persons to report to the OSP on Friday, December 12, to begin processes toward fulfilling the bail requirements.
Prosecutors allege that the accused participated in a scheme to improperly secure procurement contracts for Strategic Mobilisation Ghana Ltd., resulting in financial losses exceeding GH₵1.4 billion.
They are also accused of manipulating the procurement process for unlawful gain and using public office for profit. Additional payments amounting to billions of dollars were expected but were halted by the State’s intervention.
The case has been adjourned to December 17, 2025, for MP for Jaman South, Kwadwo Damoah (A6), to appear and take his plea.
The court declined a prosecution request for a bench warrant, ruling that he enjoyed parliamentary immunity at the time the summons was served because Parliament was in session.
