Mr Charles Ayuune Akurugu, an Assistant Director at the Kumbungu District Assembly in the Northern Region, has observed that the country’s future would be bleak if nothing urgent was done to reform the public sector.
He said corruption was very pervasive in almost all the Metro, Municipal and District Assemblies of the Local Government Service, noting that the procurement law was just a pale shadow of itself, and promised to lead a crusade that would transform the civil and public sectors of the economy.
Mr Akurugu was addressing a press conference in Tamale on Thursday, during which he out-doored a movement dubbed: “Progressive Public Servants for the Total Overhaul of the Public Sector (PPSTOPS)”.
He said the country had reached a peak of lawlessness and corrupt activities to the extent that dedicated and loyal public servants who wanted the right thing to be done were being vilified and victimized, stressing that “hypocrisy and sycophancy is so deep in Ghana”.
Mr Akurugu who calls himself a junior citizen vigilante, has urged Dr Callistus Mahama, head of Local Government Service to resign from his post, or face the full rigours of the law.
He stressed that the Civil and Local Government Staff Association of Ghana should cough an amount of GH₵500,000 for betraying the course of the movement.
He alleged that Dr Callistus was incompetent as the Head of the Service, stressing that without him being sacked, the Local Government System would collapse, explaining that all the top executives of CLOSAG were aware of what was happening.
“I have learnt a lot and I have come to the conclusion that something must be done in the public sector…I have learnt at first hand that hypocrisy, sycophancy and hero-worshipping are pervasive and incapacitating in the public sector”.
He indicated that the country had come to equate indiscipline to democracy and rule of law saying: “In my over 12 years of public service, I have learnt that there is debilitating greed in the public sector…victimization and intimidation has cowed the public sector”.
When Ghana News Agency contacted Dr Callistus, he indicated that he had held series of meetings with Mr Akurugu after receiving a petition from him, yet he (Akurugu) was not yet satisfied.
He indicated that the allegations that he was incompetent had no basis, since Mr Akurugu could not justify his claim.
He said in one of the petitions, Akurugu complained of promotions and appointment of Coordinating Directors claiming some of them were juniors to he (Akurugu).
Dr Callistus said he had no hand in the appointment and promotion of Coordinating Directors, because it was purely the job of the Public Sector Commission.
