The Deputy Eastern Regional Minister, Baba Jamal wants a constitutional provision that will require of prospective Members of Parliament a certain minimum educational qualification.
He said the current situation where virtually anybody could contest to become a parliamentarian was not good enough.
The suggestion was Baba Jamal’s proposal to the Constitutional Review Commission at a public forum organized in Koforidua by the Commission to receive proposals.
“If we want to encourage education, if we want people to see the essence of Parliament, I think that some minimal qualification – in my view, SHS or may be teacher training or something – should be ...put to it.”
Baba Jamal also proposed the extension of the term of the president and a ceiling put on the number of judges that can be appointed to the Supreme Court.
A teacher in Koforidua made a controversial proposal, calling on the country to abolish multi-party democracy and adopt an African rooted form of democracy.
R.A. Acquaye said “Multi-party [democracy] is not the best for Ghanaians in particular and Africans in general.” Therefore “Articles, 55, 97(1)(g, h) (2) [should] be repealed and replaced with an African rooted democratic system.”
In this system, Mr Acquaye said, “Individuals present themselves for community elections and based on the individuals’ own merit, contestants are selected by the National Electoral Commission to form a community assembly.”
“Two members elected by Electoral College from each district assembly should constitute the national assembly.”
