Only two of the ten regions of Ghana are participating in the 2010 district level election today with early morning low turnout.Voting began Tuesday morning in the Central and Upper West regions. Election in the other eight regions was rescheduled by the Electoral Commission (EC) due to the inability of the commission to distribute electoral materials to the affected areas."We [the EC] are rescheduling the elections because we have not been able to print all the ballot papers for all the regions. So the commission has decided that for the regions that have the full complement of the ballot papers, they can go ahead and have the elections [on Tuesday] and the rest of the regions will hold [the elections] as and when the ballot papers are ready," Mr. Christian Owusu Parry, Acting Public Affairs Director at the EC, explained to Joy FM on Monday.With the latest development, the EC is expected to hold the election in the Ashanti, Greater Accra, Brong Ahafo, Northern, Volta and the Upper East regions on Wednesday 29th of December 2010.Meanwhile, the remaining two regions, Eastern and Western, would have theirs on Thursday 30 December.Joy News correspondents in the two regions where the poll is running, report of voter apathy but were hopeful voting would pick up in the course of the day.Candidates across the country have expressed various opinions about the postponement. Some feared it would rather aggravate the already voter apathy that characterized their campaign period. Others who vented their anger at the commission said it would deal a great blow to their well-planned strategy.A total of 17,315 candidates are vying to be Metropolitan, Municipal and District Assembly members, according to statistics from the EC. The statistics show that they are made up of 15,939 males, representing 92.05 percent and 1,376 females who formed just 7.95 percent.For the Unit Committees, 45,762 candidates, made up of 41,110 males (89.83%) and 4,652 females (10.17%) are contesting.The days leading to this election have been dogged by allegations, confusion, and court suits.Even in the two regions that are voting today, some electoral areas are not voting.Story by Isaac Essel/Myjoyonline.com/Ghana
