President Mills has criticized the Ministries, Departments and Agencies and the Metropolitan, Municipal and District Assemblies for failing to respond to questionnaires for a new scientific system to improve evaluation of government policies. The Policy Performance Management System is also expected to effectively monitor how government policies are being implemented. “Now it saddens me to learn that almost two years after the distribution of this baseline data questionnaire, many of the MDAs and MMDAs have not responded. If they have responded, the kind of response that they have submitted is not worth writing home.” Launching the new system in Accra Thursday, the President said it would provide other services besides record keeping. “The national data bank which has been established, would not only give information on policies, projects, programmes being pursued by the various MDAs, MMDAs, but also has some important statistics, such as staff data, the payroll details, the national debt stocks and loans which have been approved by parliament and are being disbursed by the Minister of finance.” President Mills also enumerated some of the benefits of the new system, noting that it is interactive, ideologically neutral and without any political inclination. “Records are records, facts are facts, there is no coloring to them.” Head of Policy Monitoring and Evaluation at the Presidency, Dr Tony Aidoo outlined the functions of the new database system said it would assist the Controller and Accountant General’s Department to undertake periodic cleansing of the payroll to prevent anomalies. It would also contain data on all the foreign travels of public servants, he said.
